This man has been a trailblazer in the management of animals for the City of Calgary, an extremely successful model. We have a lot to learn from this model, for City managers who worry about the bottom line, the cost is no different from what we pay, but the success rate is astounding. The public has been educated, is neutering their animals, there are only several hundred dogs per year that are euthanized, and most animals are reunited with their families. Way to go Calgary.
