RFID chips offer Macau foreign play tracking routes

Despite the Macau government's initiative offering casino operators the possibility of lower taxes on these customers' gross gaming returns (GGRs), foreign players visiting Macau casinos do not like to enter rooms specifically designated for themselves. That's the viewpoint of the president of MGM Resorts International, the parent company of Macao operator MGM China Holdings.

MGM Resorts Chief Executive Officer and President Bill Hornbuckle said he "didn't like" foreign customers, or non-China customers, to be separated. He spoke at the JP Morgan Games, Accommodation, Restaurant and Leisure Management Access Forum in the United States on Thursday.

Hornbuckle's comments came during a discussion about the use of Radio Frequency Identification (RFID) technology in game chips to monitor the financial integrity of games.

Typically, these RFID know-how are used to identify and monitor the use, location, and value of casino chips used in table games.

Prior to 2016, during the Macau Games concession period, MGM China has been recorded using RFID in table games.

Hornbuckle said in its recent remarks that RFID's important advantage is that it connects game chips with individual players, allowing the Macau government to identify and track players abroad who want to expand compared to Macau's traditional tourism markets, including mainland China, Hong Kong and Taiwan.

He said at an investor forum on Thursday: "We introduced a 'chip-in-chip' program a few years ago that basically tracks all [game] chips.

"At the time, there were no errors in the game, so the casino brand "knew exactly where to put the labor force," he added.

The MGM Resorts CEO also noted: "There were back-end benefits in various aspects, including accounting and finance."

He also observed that "the market is now asking for international business outside of Greater China, which means beyond Hong Kong, Taiwan and China."

"[Potentially] it was a different tax bracket, so the only way to track it effectively was to put it in a private room within the casino, which means everyone from places like Thailand would go to that small room over there and gamble ..."

Under the initiative to provide individual game zones for overseas players, casino concession companies in Macau will be required to submit the required paperwork to be exempt from up to 5 percentage points of government levies imposed on the GGR at the discretion of the chief executive.

Mr. Hornbuckle said he had a problem with the separate play area: "Customers didn't like the space."
